The Boston, Greater NYC, and DC chapters of WEN invite you to a cross-chapter event of lightning round talks entitled "The Future of Transmission Planning, Development and Technology" to delve into the unique challenges and opportunities involving transmission networks and the important role they play in our clean energy future.

Date: Wednesday, October 16th

The National Renewable Energy Laboratory (NREL) estimates that the US will need between 13,000 and 91,000 miles of new transmission by 2035 to enable a net-zero grid. However, the US built only 55 new miles of high voltage transmission in 2023. This paradigm means that policymakers, regulators, and industry are looking at new ways to plan and develop transmission, in order to permit projects faster, build smarter, and maximize the utilization of existing transmission lines with new technologies.


To delve into these topics, we will have four short talks from transmission planners, developers and technology companies that are addressing these challenges from different angles. Each location will have at least one in-person speaker, and after the talks and Q&A, each chapter will have a networking hour either on-site or nearby to continue the conversation.

  • Christina Hayes (Executive Director of Americans for a Clean Energy Grid)

    Christina Hayes

    Executive Director of Americans for a Clean Energy Grid

    Christina Hayes is Executive Director of Americans for a Clean Energy Grid, a diverse coalition of customers, developers, environmental advocates, and labor interests who support the development of high-capacity transmission to cost-effectively and reliably build out the grid of the future.

    She previously served as Vice President for Federal Regulatory Affairs for Berkshire Hathaway Energy, as well as an attorney with FERC, where she was an advisor to Chairman Wellinghoff. A native Oregonian, Christina also served as an administrative law judge at the Public Utility Commission of Oregon.

    An energy attorney for more than 20 years, Christina earned a law degree from the University of Oregon and a bachelor’s degree from the College of William and Mary. Her early career also includes stints as staff in the U.S. Senate and House of Representatives on Capitol Hill, as well as work for judges on the U.S. Ninth Circuit Court of Appeals and Oregon Court of Appeals.

    Frances Bosman is the Principal Transmission Line Engineer at VEIR, a Boston-based startup developing the next generation of electric transmission. Frances works on the product development team, applying VEIR’s technology to overhead powerline projects and assessing the technical and economic viability of potential projects. Prior to VEIR, Frances advised on and developed a number of transmission and distribution projects around the world. Her experience covers the transmission development cycle, from planning and feasibility studies to material procurement and execution. Her expertise includes overhead line routing, option analysis for power line components and development of capital estimations.

    Senior Transmission Counsel to Chairman Willie L. Phillips at FERC

    Karin Herzfeld is Senior Transmission Counsel to Willie Phillips, Chairman of the Federal Energy Regulatory Commission. She serves as the lead for the Chairman’s office on efforts to reform transmission and generator interconnection policies. Prior to working for Chairman Phillips, Karin Herzfeld was a legal advisor to former FERC Chairman Neil Chatterjee and an Attorney Advisor in FERC’s Office of General Counsel, where she focused on electricity market matters, including interconnection, transmission planning, and energy, capacity, and ancillary service market rules. She served as lead attorney and compliance coordinator on Order Nos. 2222 and 841, the Commission’s rulemakings removing barriers to distributed energy resource aggregations and electric storage resources in wholesale markets.

    Prior to law school, Karin also worked for the Environmental Protection Agency, where she led the Agency’s semi-annual and Recovery Act performance reporting. Karin holds a J.D. from Georgetown University Law Center and a B.A. in Economics and Sociology from the University of Maryland, Baltimore County.

    As President of National Grid’s New York business, Sally leads one of the largest energy companies in the United States, managing a team of over 11,000 employees to oversee the delivery of electricity and natural gas to 4.2 million New York residents and businesses.

    Prior to her time at National Grid, Sally served as Senior Vice President and Transit Market Sector Leader at AECOM, where she focused on the design and delivery of complex, sustainable infrastructure projects and forging public-private partnerships. Prior to that was the Senior Vice President for Subways at MTA New York City Transit, where she was the first woman to oversee North America’s largest urban rail transit operation, leading a team of 30,000 employees and serving nearly six million daily riders.
